[TEST] SMS alarm notification service

1. After the service is activated, the device and sub-device share the same package and enjoy unlimited alarm notification services for an annual period;
2. Support different contacts for devices/sub-devices;
3. Once the package is bound to the device, it cannot be transferred to other devices or users;
4. After the device is deleted, the package will become invalid. If the device is added again to the same account, it can still be used within the validity period of the package;
5. The package will take effect after purchase. If the device is deleted or no alarm occurs during use, the time quota will be consumed.
